The author writes:

This was actually quite easy to make, but then again, I have used GIMP for a fairly sizable portion of time, so my skill might not equate to others.

A bit of backstory on Puggsy: his 1993 Mega Drive outing was developed by Traveller's Tales (and published by Psygnosis) as a physics-based puzzle platformer (of which there were scarcely any at the time), but he originates from an earlier Amiga demo looking slightly different, and much redder in colour.
