The author writes:

Sherlock Bones is a manga series starring a dog (confusingly not named after the series but called Sherdog) who is the reincarnation of the great detective in canine form. He is able to communicate telepathically with his owner (who he believes to be the reincarnation of Watson) when sucking on an old wooden pipe which used to belong to the real human Sherlock Holmes. Perhaps something similar explains why Jon sometimes seems to be reacting to Garfield's thoughts.
