The author writes:

I'm a big Reagan fan - the evil empire, the Challenger disaster - he sure knew how to deliver a line. Except on this occasion. Listen to the speech sometime - he swallows the last words in the famous phrase. His speech writer must have been really annoyed. In a hundred years, all the world will know of Reagan is the line: "tear down this mumble mumble."
