Filburt, Heffer, Prof. Oak's aide: *giggle*

The author writes:

What do you get when you throw in a pair of voyeurs to peep on a lesbian couple on the verge of their magical girl transformations? A surprisingly realistic outcome, that's what! Thank god we've got comic strip censors ready to step in...If Filburt and Heffer had successfully managed to catch even one frame of what they were out to seek, they'd be in deep legal trouble—and Amara and Michelle might end up in hot water themselves if they transformed in the wrong spot!

[The Sailor Moon characters, Amara and Michelle, went by their Cloverway dub names in this strip so as to fit better in a timeframe contemporary to when both Sailor Moon and Rocko's Modern Life were in first-run, although the infamous "cousins" dub edit has been dispensed with; the original edited dubs of Sailor Moon are the ones Filburt and Heffer would've likely been more familiar with from an in-universe standpoint. The uncut Viz Media redub restored the characters' original Japanese names, Haruka Tenoh and Michiru Kaioh respectively.]
