The author writes:

This was something that occurred to me when seeing the discrepancy and high fandom for Rorschach, despite his questionable behavior. While intended to be a satire of sociopathic violent right wing superheroes. (Alan Moore's not the only one whose intentions were misread). The high approval rating of Rorschach would be because of his choppy minimalist speech, his black-and-white view of the world (which was extremely appealing to a Superhero audience), and the fact that of the majority of the Watchmen cast, he's the only one doing any investigating of shady business going-ons. That, combined with his trademark "Hurm", reminded me of another mystery solver whose "Jinkies!" garnered a fannish reputation of her own. The reworked lines come from the catchphrase in A Pup Named Scooby-Doo. (Which incidentally, is the only iteration of Scooby-Doo I've ever seen).
