The author writes:

I'm not sure what speckles are, what despeckling is, but this is the result when i used the gimp filter, tweaking the values a little bit. I removed the dialogue first, I did this because I was thinking of making a strip with no dialogue and soft blur sorts of effects, but after removing the dialogue, I tried some filters, and I liked this one particularly, so here we are. I think it looks interesting
